Short of digging up the whole garden to lay pipes is there an east way to improve the drainage in a garden?
Careful contouring of the soil surface and the location of paths and concrete edges so that they will act as gutters to direct water away at times of heavy rain can help drain th soil.
Garden beds can be built up to 10 to 20 cm above the soil surface for extra drainage and you should also work on the soil, mixing in plenty of organic matter to improve its structure.
On a sloping block with a heavy soil, some form of terracing could also be useful.
